Kathleen Cooper, ParalegalSenior Researcher and Paralegal at Canadian Environmental Law AssociationKathleen Cooper has worked in environmental research positions for 35 years. As Senior Researcher at CELA, and a paralegal, she provides casework support to environmental litigation files, conducts law reform and public legal education, and has authored several publications about the effects of environmental contaminants on fetal and child health as well as links between early life exposures and later life chronic disease.
Working with colleagues in the Canadian Partnership for Children’s Health and Recent work has focused on the RentSafe project to address indoor environmental health issues for low-income tenants in Ontario, research and advocacy about law and policy across Canada concerning radon, and the federal regulatory assessment of pesticides used indoors.

Join our 2021 William J. Simpson Distinguished Paralegal Award recipient as she presents Canadian Environmental Law Association and the overall practise area of Environmental Law.
Kathy will raise awareness about the current environmental and public health issues facing the low-income community and discuss a vision which includes a forward-looking path to bridge the Access to Justice gap faced by low-income communities.
Topics include:
- ⚖ Practical Case Study – Healthy Retrofits:
- From public outreach to summary advice to representation to law reform advocacy and back to public outreach. This multi-year effort builds on CELA’s foundational work on children’s environmental health, the client case study is one of progression from receiving public legal education materials, to seeking summary advice, to obtaining representation, to successful resolution of issues for client and entire affected building. This matter then formed the basis for a successful Trillium foundation grant to research broader problem and develop solutions-focused recommendations for law reform and public legal education.
- ⚖ Practical Case Study – RentSafe
- Further building on work of addressing children’s environmental health and indoor environmental exposures, this multi-year, multi-sectoral effort seeks to achieve healthy rental housing by building capacity and greater integration across a complex system of diverse service providers, tenants, and landlords.
